Full Journal pdf2000-04-11 House Journal Page 3045 SB 281 The following was read the second time: CS FOR SENATE BILL NO. 281(FIN) am "An Act relating to missions and measures to be applied to certain expenditures by the executive branch of state government and the University of Alaska from the state operating budget for the fiscal year ending June 30, 2001; and providing for an effective date." with the: Journal Page FIN RPT HCS(FIN) 8DP 2NR 2871 SENATE ZERO FN (GOV/ALL DEPTS) 3/17/00 2871 Representative Green moved and asked unanimous consent that the following committee substitute be adopted in lieu of the original bill: HOUSE CS FOR CS FOR SENATE BILL NO. 281(FIN) (same title) There being no objection, it was so ordered. 2000-04-11 House Journal Page 3046 SB 281 Amendment No. 1 was offered by Representative Dyson: Page 13, line 13, following "Institutions.": Insert "(a)" Page 13, following line 16: Insert a new subsection to read: "(b) The legislature intends to measure the success of the Division of Institutions in achieving its mission by considering (1) the number of inmates assaulted or harassed while in custody; (2) the stability and homogeneity of the inmate population by facility; (3) the number of correction employees disciplined for inappropriate conduct toward inmates." Representative Dyson moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Mulder objected. The question being: "Shall Amendment No. 1 be adopted?" Amendment No. 2 was offered by Representative Dyson: Page 27, lines 7 - 12: Delete all material and insert: "(1) the number of children substantiated as abused or neglected; (2) the number of children harmed while in state custody; (3) the number of children in state custody longer than 18 months and 36 months; (4) the average time a child spends in state custody, considered by category; (5) the number of closed cases in which there is a reoccurrence of abuse or neglect; (6) the number of foster homes operating at greater than licensed capacity; (7) the percentage of reports of harm that are investigated; (8) the turnover rate of the Division of Family and Youth Services staff by region." Representative Dyson moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Mulder objected. Amendment to Amendment No. 2 was offered by Representative Brice: Under paragraph (7) following "percentage of": Insert "legitimate" Representative Brice moved and asked unanimous consent that Amendment to Amendment No. 2 be adopted. Objection was heard and withdrawn. Objection was heard, and Representative Brice was required to vote. The question being: "Shall Amendment No. 2 as amended be adopted?"
